City of Tshwane to introduce new application fees

The City of Tshwane will, from 01 November 2020, implement the new application fees/ tariffs to the categories of properties that qualify for applications according to the land management policy.
The new tariffs were approved in June 2020 during the 2020/21 budget approval. This follows the City’s comparative analysis with the other Metropolitan Municipalities as part of driving efficiency in the management of the application process.
Some of the glaring gaps identified during the process was the absence of an administrative fee system for processing applications and managing contracts. This shortcoming resulted in loss of revenue for the City as it carried the costs associated with processing the applications.
The new application fees will be applicable to categories of properties that qualify for applications according to the Land Management Policy, which includes,but not limited to:
- Churches and NGOs
- Application for sporting/recreational purposes
- Applications for cellular masts
- Applications for registration of servitudes over Council land
- Applications to acquire/lease unviable properties
- Unsolicited bids
- Application for land release relevant to historical allocation
All other categories of leases (i.e Business leases) will be subject to a proactive release and a competitive bidding process.
However, the City may waive an administrative fee, where it is in the communities’ interest and/ or in the plight of the poor(NGO, NPC) as envisaged in the City’s Policy on the management of immovable property.
Below is a list of applicable fees which are based on an average bench marking from research and analysis of other Metros.
Lease
- Lease application – R 575.00
- Advertising fee (Unsolicited bids) – R 5 750.00
- Granting of temporary permission (30 day use) – R 2 300.00
Tariffs for minor encroachments
- From 0 to 10cm over the property boundary – No charge
- From 10cm to 50cm over the property boundary – R 1 380.00 per annum
Applications for gardening and/or security purpose according to the land size
- 100 m2 – R 418.00 per annum
- 100 m2 to 200 m2 – R 836.00 per annum
- 200 m2 to 300 m2 – R 1 253.00 per annum
- 300 m2 to 400 m2 – R 1 671.00 per annum
- 400 m2 to 500 m2 – R 2 090.00 per annum
- 500 m2 and above R 2 507. 00 per annum
Servitudes
- Disposal (Granting of servitude) – R 1 000.00
- Permission to register servitude over Council’s servitude – R 1000.00
Consent and contract administration fee
- Consent for transfer of leases (cession of rights) – R 1 500.00
- Contract Administration – R 500.00
- Contract Renewal – R 750.00
Costs of valuation according to value of property
The below valuation fees are based on gazette guidelines of South African Council for the Property Valuers Profession.
- Up to R150 000 – R 575.00
- From R 150 000 to R 350 000 – R 2 300.00
- From R 350 000 to R 500 00 – R 4 600.00
- From R 500 000 to R 750 000 – R 5 980.00
- From R 750 000 to R 1 000 000 – R 7 705.00
- From R 1 000 000 to R 5 000 000 – R 8 855.00
- From R 5 000 000 to R 10 000 000 – R 15 755.00
- From R 10 000 000 to R 25 000 000 – R 23 805.00
- From R 25 000 000 to R 50 000 000 – R 44 505.00
- From R 50 000 000 to R 100 000 000 – R 64 630.00
- Over R 100 000 000 – R 87 630.00
It must be emphasised that these fees will be reviewed annually in line with the City’s revised Policy on the management of immovable property.
