The Eastern Cape Development Corporation (ECDC and the Mandela Bay Development Agency (MBDA) have today signed a R10 million agreement to bolster film sector infrastructure in the Nelson Mandela Bay region.

Earmarked to run over a three-year period, from October 01, 2023 to September 30, 2026, the agreement is intended to attract and retain film productions in the region, increase the induced film tourism in the region, promote the region as a film destination of choice while reducing the cost of filming in the region.

In terms of the agreement, the ECDC will make available an initial budget of R5 million towards the realisation of these objectives. In turn, the MBDA will make available the property or land valued at R5 million to set up the desired film infrastructure. The MBDA has committed the Aberdeen building as part of the agreement as the first hub for film industry infrastructure support.

“The film industry is not just a source of entertainment; it is a platform for innovation, cultural expression, and social transformation. It is also an invaluable instrument of socio-economic transformation, with the potential to make an indelible mark on our unemployment challenges, skills development, revenue generation and contribution to provincial Gross Domestic Product. It carries a myriad of opportunities for the small business sector in the Eastern Cape.

This is why this R10 million Memorandum of Agreement between the ECDC and MBDA is critical in our film sector support packages. This strategic partnership is designed to lobby private and public partnership investments to establish a film studio and other related facilities in the Nelson Mandela Bay Metropolitan Municipality. Provincial government has availed financial support through ECDC to make sure film studios come into reality for the benefit of our local creatives,” says Eastern Cape MEC for Finance, Economic Development, Environmental Affairs and Tourism, Mlungisi Mvoko.

Mvoko says, although in its infancy, the film sector holds exciting growth prospects. Through its agencies, government is strengthening the province’s value proposition as a compelling film investment destination with a several sector-specific development tools.

Through the Eastern Cape Development Corporation (ECDC) in particular, government has shone a spotlight on the sector by developing localisation support packages which will galvanise the sector. These support instruments have yielded significant economic returns for the Eastern Cape.

ECDC chief executive officer Ayanda Wakaba says since 2018, the ECDC has invested R39 million into 25 film productions on behalf of government. In turn, this funding has attracted an investment revenue of R499 million into the Eastern Cape while creating short-term employment for 8,400 people, with the majority being young people. In addition, a total of 690 local small businesses have benefitted from these productions being produced in the province.

“Developed infrastructure is critical for the growth of the industry. For the Eastern Cape film industry, infrastructure development encompasses a wide range of activities which are aimed at the establishment of the necessary physical infrastructure for production film studios and equipment hire companies. High production costs are still the main stumbling block in increasing the output of the Eastern Cape film industry as most filmmakers do not have the upfront production cost funding needed to begin filming,” explains Wakaba.

“The most pressing challenge that the ECDC and the MBDA identified and now agree on, are challenges faced by the industry in terms of film production infrastructure. For example, people would find it hard to come shoot here as they had to bring truckloads of production equipment which is a costly exercise for national and international film makers. In addition, the value adds, the editing and final production would need to be sent out of town, creating value elsewhere, also migrating all the skills to other centres. We want the full value chain to remain in our city to improve job creation, revenue generation and all related benefits such as tourism growth through extended stays and spend in the city.

The MBDA is committing the Aberdeen’s building into this agreement as the first hub for Film Industry Infrastructure support. Our teams have just returned from a fact-finding mission around the country and in the coming days we will unpack learnings from that trip and develop our own unique operating model with input from Industry players,” says Qaba.

With progress sitting at 85%, the Moore Dyke Sports precinct development programme by the Mandela Bay Development Agency is ahead of schedule for completion this June.

A project that was launched on the eve of COVID 19 hard lock downs resumed later in 2021 to a staggered construction programme. MBDA CEO, Anele Qaba emphasised the difference the project has already made in Schauderville-Korsten”.

“To date the Moore Dyke Sports precinct development project has already created 200 direct jobs in the community with more than 10 small medium micro enterprises (SMME’s) handling nearly 30% of the contract value”.

The oversight visits by the Executive Mayor, Cllr Gary van Niekerk along with MBDA Directors and Management comes just months before the project achieves practical completion in June.

Here is a hard pill to swallow. If somebody goes into cardiac arrest (their heart stops beating) outside of a hospital setting, they only have a 1 in 10 chance of survival.  However, if cardiopulmonary resuscitation (CPR) is performed correctly, that chance of survival goes up to 45%. I like those odds.  Here are the facts. Even when CPR is performed correctly it can only deliver approximately 20% of normal blood flow to the brain.

Without oxygen, brain cells die, and a brain injury can occur. However, one thing we do know is that if we don’t do CPR, the patient’s chance of survival is almost non-existent. Every minute that goes by, there is a 10% decrease in the patient’s chance of survival.

The big question. Can you bring somebody back to life with CPR? Well, if blood flow can be restored, either by CPR or by getting the heart pumping again, the patient could come back from clinical death.

The success or failure of performing CPR is not whether a person survives or not. Please understand that you just doing it, is the success, because by performing CPR you are giving your loved one the best possible chance of survival.

The Mandela Bay Development Agency will on Thursday 8th of February begin a series of information sharing meetings with stakeholders, residents, and business within and around the lower Baakens about the soon to launch Park Walkway improvement.

In 2014 the MBDA launched the Baakens Masterplan, a product of extensive stakeholder engagement and public participation at the time. The plan envisages several capital and urban regeneration initiatives which have since repositioned the Baakens as a developing economic node and home of the MBDA headquarters, the Tramways building.

Hot on the heels of the popular St Peters heritage project nearing completion, the new addition, the Baakens Park Walkway is one of the projects that were identified in the original Masterplan. The Parkway is intended to provide a safe and appealing walkway that links the valley to the Baakens pedestrian bridge into the heart of the city. The scope of works includes the construction of new kerbing, installation of new road signage, and the installation of area lighting for public walkways.

In August 2023 an Economic Impact study by Urban Economics revealed that R265 million in public and private sector investment in the Baakens Valley has generated an additional R950 million in production by businesses in the area and 1 133 direct and indirect job full-time jobs.

The report further indicated that the economic impacts of investments in the lower Baakens precinct also include a R163 million rise in total household income and a R310 million contribution to national GDP, the Baakens Valley Economic Barometer found.

The R265 million invested in the lower valley over the past 10 years includes R204 million by the public sector (the MBDA and the NMB Municipality) in road and environmental upgrades, the Tramways Building revamp, the pedestrian Unity Bridge over the Baakens River, and redevelopment of the historic St Peter’s church precinct.

Private sector investment has totalled R61 million on building redevelopments and new construction, while more than ¾ of businesses in the area have invested a further R15.3 million in upgrades to their premises. Almost half of Baakens Valley businesses were positively influenced by the MBDA’s investments in the area to make improvements to their own premises over the past five years.

The research, conducted for the MBDA by development economists Urban-Econ, identified 60 businesses operating in the valley, together contributing R94 million to the metro’s GDP and employing close to 800 people.

Speaking at the launch of the study in August, MBDA CEO, Anele Qaba said “The Baakens Valley redevelopment has had a positive impact on addressing traffic congestion and derelict buildings and has brought new people into the area to invest, work and play, proving that the MBDA’s work was positively influencing the market and business decisions.

“That is our role as a public sector development entity, to provide the stimulus that promotes confidence in the market and has a catalytic effect, creating an environment conducive for the private sector to invest and thereafter, the market must do its job and that is exactly what has happened,” Qaba concluded.

Locals and Business in the area are invited to look out for notices to information meetings to understand how the construction phase is likely to impact the area in the short term, and to get first hand information about the steps that will be taken to minimise disruptions.
