Digital tender system introduced to traders
Road shows were conducted in eThekwini informing business people on the Request for Quotation Management System (RQMS).
All quotation opportunities will be advertised on the city’s website and the system will select service providers electronically.
The system was introduced by the Supply Chain Management Unit. “Some departments were advertising on notice boards and others on the website for quotations. This meant that we were not fully complying with Section 18 (a) of Supply Chain Management Policy,” said Bongi Blose Manager from Customer and Supplier Relations. Blose said this was due to an audit query that indicated that certain procurement policies were not fully adhered too. “The supplier or business people had raised concerns that they don’t know where opportunities were being displayed. Business people had raised concerns that it was too far for them to view notice boards at the same time they were not getting work from the Council. Blose said the new system was implemented from 1 July 2011.
It only applied to quotations from zero to R200,000 that would supply goods to the Council such as pens, chairs and other tangible goods. “The departments that were affected by the new system as of July 1 2011 were Corporate Procurement and Water.”
They should log on to: www.durban.gov.za and click on Supply Chain Management Page. When logging into the Supply Chain Management page they will be asked to submit their PR number. All businesses will have the same password which will be new user when logging on for the first time. Business person can view and choose all suitable quotations online. “You cannot logon to the system without the PR number.”
