In terms of the Drought Management Policy as adopted by Council, stage 3 (dam level less than 25% and river flow reaches 300l/sec) now applies.

The following water restrictions, additional or other measures, shall apply:

  1. No watering of gardens using Municipal water
  2. A fine, being a 200% penalty on basic charges and step tariffs for consumption in excess of 25Kl per month per household connection.
  3. Consumers to monitor their consumption to reduce it to 15Kl per month.
  4. Installation of flow restrictors to non compliant consumers to water restrictions
  5. Other users, industries, businesses and the entertainment industries to reduce consumption by 40% of the average use over the previous 6 months.
  6. Additional control measures to be implemented as soon as the volume of the Keurbooms River decreases below 300l/s and that the Municipal Manager be authorized to execute any further measures in consultation with the Executive Mayor.

The penalties are as follows:

  • Basic charge (25Kl) – R163 + 200% = R489.00
  • 26 – 30Kl @ 3.83 + 200% = R11.49/Kl
  • 31 – 40Kl @ 5.36 + 200% = R16.08/Kl
  • 41 – 50Kl @ 6.51 + 200% = R19.53/Kl
  • 51 – 60Kl @ 8.43 + 200% = R25.29/Kl
  • 61 – 70Kl @ 10.72 + 200% = R32.16/Kl
  • >70Kl @ 21.07 + 200% = R63.21/Kl

These tariffs will be implemented as from the February 2010 monthly accounts.
