He disclosed that the province has initiated discussions with financial institutions to secure funds required for settling the e-toll debt, while also addressing a backlog of maintenance valued at over R4 billion.

Emphasizing the commitment made by Premier Panyaza Lesufi, Mamabolo reiterated the assurance that the contentious E-tolls will be phased out starting from March 31, 2024.

Efforts are underway as the province engages with financial institutions to fulfill its contractual obligations. Mamabolo highlighted the significance of these actions, showcasing the province’s dedication to adhering to national treasury guidelines and advancing towards the conclusion of the Gauteng Freeway Improvement Project.

He further outlined the forthcoming process, which involves collaboration between the National Treasury, the Department of Transport, and the road agency SANRAL. This collaboration aims to detach the toll system and enact the necessary legislative measures to terminate the scheme entirely.

Following the publication of the deregulation gazette, Gauteng’s road users will no longer incur charges for using the province’s freeways after a two-week transition period.

Preparations leading up to the implementation date will include disabling tag beeps and halting the issuance of invoices to road users, among other procedural adjustments.

Addressing Knysna’s Water and Waste Management Challenges

Knysna Executive Mayor Aubrey Tsengwa has addressed the causes of the delays in refuse collection and the recent interruption to the water supply to certain areas of the town. “We have restored the levels to our reservoirs and resumed water supply to most of the affected areas,” he said. “We are evaluating several options to ensure that this issue is not repeated in the future. We are also looking at short-, medium-, and long-term solutions to the waste removal problem. It is, however, important that the residents of Knysna are made aware of the factors that have led to these problems.”

Water Supply Challenges

The Hornlee area has experienced significant development in recent years, accompanied by the construction of numerous informal structures throughout the Northern areas of Knysna. This surge in development has placed a considerable strain on our aging water infrastructure, which is over 30 years old. The aged system is prone to burst pipes and leakages due to neglect under previous administrations.

One ongoing challenge is water storage, with reservoirs quickly depleting once water is pumped in. To address this, an additional pipeline from The Fisherhaven Reservoir will be linked to the Sunridge Reservoir to enhance capacity, and water will be abstracted from the Bigai Spring to supplement the supply to the Hornlee area.

Load shedding severely affects our pumping capabilities, as demonstrated during the Stage 6 load shedding from 9 – 11 February, leaving Knysna without electricity for 12 hours per day. While the Garden Route District Municipality provided generators, sourcing appropriate ones remains challenging.

Vandalism and theft of infrastructure further compound water storage issues and disrupt supply. Addressing these incidents diverts funding from other projects or delays essential maintenance.

A shortage of specialized staff also contributes to the problem. To address this, 15 technically qualified staff members will be appointed, and plumbing teams will be doubled to ensure prompt responses to pipe issues.

However, the overarching challenge remains funding. Efforts to secure grants and explore public-private partnerships are underway to address this issue in a phased approach.

Refuse Collection Challenges

The current refuse collection service is unpredictable and frustrating for residents. Various issues, including faults with the transfer station conveyor belt and non-operational collection trucks, contribute to the problem.

Short-term solutions include procuring additional trucks and working overtime to catch up with the backlog. Long-term options such as lease agreements with service providers and relocation of the transfer station are being considered.

Mayor Tsengwa emphasizes that despite the severity of these challenges, efforts are underway to find solutions within existing financial and operational constraints. He urges residents to remain patient and trust in the municipality’s commitment to resolving these issues.

In the meantime, residents are encouraged to support conservation efforts and report issues promptly to facilitate effective resolution.

This comes amidst mounting pressure from residents on the provincial government to take over the running of the town after months of inadequate and failed service delivery that have plagued the Knysna municipal area.

Water and sewage

While water problems are not a new phenomenon, the issues surrounding the supply of water worsened in November after a man’s body was found in the Khayalethu reservoir.

The man’s body had been in the reservoir for days by the time it was found on 27 November. This meant the reservoir had to be emptied and the entire system flushed, which meant a total of four reservoirs had to be drained and scrubbed clean.

These service delivery issues are varied, ranging from a lack of water for as long as a week, raw sewage spills and the seemingly never-ending problem with refuse removal in the town. This was a lengthy process and left residents supplied by these reservoirs without any form of potable water.

Service providers were roped in to supply water to the areas in need, with even Gift of the Givers stepping in to assist.

However, even before that, reservoirs had been regularly running dry, with water trucks the only alternative.

Sewage spills became a problem throughout the town in late November/early December, right at the start of the festive season, impacting local businesses. After being given a two-week notice by the Western Cape Department of Environmental Affairs and Development Planning to resolve the sewage issue, Knysna Municipality managed to bring this issue under control in December.

Refuse removal

However, the bane of the town’s existence is the persistent refuse removal issue, that was eventually addressed when the mountain of rubbish at the waste transfer station was cleared earlier this month.

The municipality was unable to handle refuse removal due to persistent problems plaguing the refuse truck fleet.

At one point, less than half of the fleet was available for use. 

This led to mounting pressure on the waster transfer station, because while the waste could be brought to site, it could not be hauled away as the long distance trucks were not fit for use.

The refuse that remained at the station proved a nauseating issue, as the smell would often waft into town.

The municipality received much-needed help from George Municipality as well as the Western Cape Government to clear up the mess.
